Mueller Brings 30 Years of Land Development, Professional Local Government Management Experience to Greater Houston Area Real Estate Developer
HOUSTON — DEC. 6, 2023 — Windy Hill Development, a pioneering land development company establishing master-planned communities, marina estate communities, and commercial retail projects in the Greater Houston area, today announced the appointment of Alan Mueller to Director of Development. Mueller brings 30 years of land development and city management experience to the role. Mueller has extensive expertise in overseeing city planning and zoning to manage growth, allocating resources effectively, ensuring essential services, and overseeing the development and maintenance of infrastructure like roads to accommodate growth and maintain the quality of life for residents.
“Alan’s role was instrumental in managing Pearland’s tremendous expansion in the late 1990s and early 2000s. His subsequent work partnering with top homebuilders to develop master-planned communities has been essential to the continuous growth of the Houston region,” said Randy Hall, Principal and CEO of Windy Hill Development. “Alan’s passion for project management, coupled with his land development expertise, is invaluable to Windy Hill as we embark on new ventures and strive to address the growing demand for workforce housing.”
With a background in structural engineering, Mueller spent his early career in pivotal roles in local government, navigating complex urban challenges across Nebraska, Kansas, and Texas. In Pearland, Texas, Mueller’s eight-year tenure as Deputy City Manager was critical in addressing the city’s significant growth at that time. He expertly managed capital projects, leading urban planning, budget management, and infrastructure development efforts. Over the past 20 years, Mueller’s collaboration with leading homebuilders like DR Horton, Beazer Homes, and Gehan Homes has been instrumental in shaping land development projects across Houston’s expanding communities, including Pearland, Missouri City, Fulshear, and Crosby.
“The strength of Houston’s housing market is a reflection of two key factors: the easing of the intense demand for homes through new construction and the city’s continued job growth, which is attracting a professional workforce,” said Mueller. “At Windy Hill Development, we’re actively contributing to this growth by developing communities with workforce housing, with homes priced around $300,000. It’s more than just building houses; it’s about creating communities that residents proudly call home. Personally, overseeing a land development project from its inception to completion is my passion, and I’m excited to contribute to Windy Hill’s efforts in providing essential housing in the Houston area.”
Windy Hill Development currently has nine projects in active development, with more than 6,800 residential lots planned over more than 2,000 acres across Houston, including Alvin, Needville, Crosby, Huntsville, and Dayton, Texas.
